Modernising Wellington Barracks While Preserving Its Heritage Significance

A £56 million refurbishment of historic Wellington Barracks balances modern needs with heritage conservation in Westminster.

The recent commencement of a £56 million refurbishment project at Wellington Barracks in Westminster represents a significant undertaking in heritage construction management. Originally designed in the 1830s, the barracks not only holds historical importance as the headquarters of the five Foot Guards regiments but also requires modernisation to meet contemporary operational demands. The project includes the creation of new infrastructure for band practice rooms, the comprehensive refurbishment of shared living accommodation into single-person rooms, and ventilation improvements to the stabling area, all while maintaining the site's historic fabric.

From a construction management perspective, this project exemplifies the complexity of working within a heritage context in London. The pre-construction phase involved detailed design development to RIBA Stage 4, achieved in close collaboration with the Defence Infrastructure Organisation’s Technical Service Provider team. Notably, the design secured a DREAM Excellent rating for environmental performance, underscoring the importance of integrating sustainability with heritage preservation.

Successfully delivering such a project requires meticulous planning, coordination, and respect for both the historic elements and the operational needs of a functioning military site. Effective stakeholder collaboration, as demonstrated between Galliford Try, Arcadis, the MoD, and DIO, is essential to balance conservation with modernisation.

At Atico Solutions, this project highlights how robust construction management practices are vital in navigating the challenges associated with listed buildings and heritage works. Ensuring that refurbishment respects historical significance while delivering modern, fit-for-purpose facilities demands a nuanced approach that safeguards heritage assets and meets contemporary standards.
