Old Oak Commences £12 Billion Search For Private Sector Partner

A major joint venture will manage the extensive mixed-use development around Old Oak Common station over the next two decades.

The Old Oak development in west London has reached a significant milestone with the agreement of heads of terms to unify 70 acres of land around the HS2 Old Oak Common station. This consolidation brings together land owned by the Old Oak and Park Royal Development Corporation and the Department for Transport into a single, publicly owned development site. The scale of the project is substantial, aiming to deliver 8,000 new homes, 200,000 square metres of commercial and community space, new public realm and green spaces, alongside a tech and research hub that will support approximately 11,000 jobs.

From a construction management perspective, the project’s complexity is heightened by its integration with key transport infrastructure, including HS2, the Great Western Main Line, the Elizabeth Line, and the Heathrow Express. The tender process for a private sector partner to enter a long-term joint venture reflects the need for sophisticated project oversight and delivery strategies that can manage a multi-decade, mixed-use development of this magnitude. The anticipated involvement of a partner over an initial 20-year period, with a potential 10-year extension, underscores the importance of sustainable planning, phased construction activity, and adaptive management to respond to evolving market and policy conditions.

Atico Solutions recognises that successful delivery of a project of this scale requires not only technical expertise but also a collaborative approach to managing stakeholder expectations and regulatory frameworks. Effective construction management will be crucial in navigating the challenges posed by the integration of transport infrastructure, the complexity of mixed-use development, and the imperative for high-quality public realm and green spaces. By ensuring robust project governance and proactive risk management, construction managers can facilitate smooth progress through each phase, ultimately realising Old Oak’s vision as a vibrant, future-facing district in west London.
